She is one of the children of Kenneth King Burnett and Esther Margaret who raised her and her siblings in the same town where she was born. She is of Scottish and Irish ancestry. Her father’s job as a corporate attorney was enough to provide for the family and also take care of the children’s education.

Burnett attended a boarding school in Middletown, Delaware, called St. Andrew’s School. After graduating in 1994, she enrolled at Williams College in Williamstown, Massachusetts to studied political science and economics. There, she worked on corporate finance and mergers and acquisitions.
