William Barr (William Pelham Barr) was born in New York City, New York, United States on May 23, 1950.

He obtained his first degree in government from Columbia University on September 1971 and two years later, he earned his master’s degree in Chinese studies and government from Columbia University.

After schooling, he got a job with the Central Intelligence Agency (CIA). While working for the agency, he enrolled at George Washington University where he earned his law degree in 1977.
